I sent an email to my family of origin in Canada in late January of 2021, and relayed the same fears as you had about the toxic shots, and asked them not to take them, that it was not needed. Not one of them listened. Myself, and my two adult children, are the only ones who rejected the shots outright, and most of the other nonsensical drivel they were pushing. Still to this day, I have never had a Covid test, and since February of 2021, never again donned a face mask, not that I did much before. I never spent one "rappen" ( I live in Switzerland) on a medical mask, scoffed at all the hand disinfectant, ignored all kinds of contact tracing, and went out of my way to maximise closeness, as opposed to social distancing. I am so proud of my civil disobedience. I am also so relieved that the truth is now coming out in a tsunami ....although it is too late for so many. Accountability must happen, and we must never forget.
Do they believe their own BS enough that they can't accept how much harm these jabs are doing, or do they just not care, as too much money and power is involved?
Lawsuits are fine, but what we really need is prosecutions. The plethora of indemnifications will shield some, but they won't work for fraud. Ambitious prosecutors will step into the breach. Probably soon. Some of the worst will gain lasting infamy in new Nuremberg trials. These are global crimes.

On page 27, they talk about how the stress of mandates may have "long-term negative consequences on... vaccine confidence in general... a problem which predated the pandemic and is considered one of the World Health Organization's top ten 'threats to global health.'"
That sentence provokes such a complicated response in me. On the one hand, as a newly-minted anti-vaxxer, I appreciate the recognition: "Yeah, it's shot all to hell!" I exclaimed when I read it. Then also I see that this sort of argument--"oh, no, it's actually backfiring and undermining your intent to reinforce vaccination as a social norm"--may play well to a certain mindset. But, really, I'm just shaking my head over here. The WHO can write whatever damn listicles it wants, and I wouldn't retweet them any more than I'd retweet Buzzfeed. I wish they weren't even mentioned in this paper with anything like approval.
But, as a newly-minted anti-vaxxer, I think the truth is that I need to ask myself whether I've come to this primarily out of spite (well earned) and half-baked ideas absorbed from comments sections, or if there's really more to this position. I suspect there is more, but my takeaway is that I need to do further research. That's what I learned from my time reading this paper.
Also, maybe everything should carry a diagonal watermark like every page of this paper does: "Not written by the hand of God. Could be bullshit."

A motivated and well funded attorney could start running TV ads "have you or a loved one been injured by a COVID vaccine?" and create a devastating class action suit against Twitter for suppressing your early warning, Dr. Huber, you're not the only one with standing and the Emergency Use Authorization doesn't protect Twitter from tort suits. That said I'm not a lawyer so a lawyer should make sure what I just said was accurate.
Until the NIH actually examines the data and issues newer guidelines, the damage will continue. We see that other nations have been leaders in change, pity we can't be.
